Position Overview: The position supports the Generation Department with FERC Hydroelectric Project relicensing and implementation of the requirements (terms and conditions) of FERC project licenses for SCE\u2019s hydroelectric projects. This position will support relicensing proceedings and will be required to implement the relicensing process in accordance with FERC\u2019s regulatory requirements. This position will also be responsible for interpreting and complying with FERC license order requirements. This position will be required to manage license order implementation and relicensing activities which will include securing and coordinating the necessary internal (subject matter experts) and external (consultants) resources needed to successfully complete and comply with license order requirements. This position must also represent the Company during consultation with regulatory agencies and other stakeholders participating in the FERC relicensing proceedings and license order implementation activities. Typical responsibilities include: This position will manage and oversee the implementation of FERC license conditions (i.e., complete required regulatory filings; conduct required agency consultations\/meetings, implement required technical resource studies, and implement resource management plans). This position will support upcoming FERC relicensing proceedings. Several of SCE\u2019s hydroelectric projects will begin the FERC relicensing proceeding and process in the next three to five years. This position will be required to support and coordinate the pre-relicensing process planning effort, and will be responsible to implement and manage the 5 year relicensing process when initiated. This position will be responsible to help negotiate the terms and conditions of the future FERC licenses that will be issued for the continued operations of SCE\u2019s hydroelectric projects. This position will be responsible to coordinate and manage SCE staff and a team of consultants to ensure that the relicensing activities and license implementation activities are completed in compliance with the regulatory requirements and timelines. This position will be required to consult with regulatory agency personnel and other stakeholders to address resource interests in the relicensing proceedings and during license implementation activities. This position will be required to identify, secure and manage the resources needed to implement relicensing proceedings and license implementation activities. These resources will include coordinating internal SCE support personnel and contracting external consulting firms with the technical expertise needed to support these proceedings\/activities. This position is expected to interpret the conditions and requirements of the FERC License orders and must then work closely with field personnel to educate and train them on the requirements (including activities that must be conducted to maintain license order compliance). This position will be responsible to prepare and review letters, technical reports, license applications, and other regulatory filings to FERC and other resource agencies that document SCE\u2019s compliance with FERC license order and other regulatory requirements. This position will be required to routinely communicate with management to convey the status of ongoing relicensing proceedings and the impact that existing or new FERC License order requirements may have on Project operations. This position will be responsible for estimating the cost and managing the budget for relicensing and license implementation activities Qualifications Minimum Qualification Bachelor Degree in applicable profession, business, or technical discipline. Three years of experience managing the interpretation, evaluation and implementation of regulatory processes and environmental studies. Experience includes managing multi-disciplinary and cross-functional teams to implement regulatory processes and environmental compliance regulations. Desired Qualifications: Bachelor Degree in applicable profession, business, or technical discipline. Five or more years of experience managing the interpretation, evaluation and implementation of regulatory processes and environmental studies. Experience includes managing multi-disciplinary and cross-functional teams to implement regulatory processes and environmental compliance regulations. Possess knowledge of FERC regulatory processes and other resource agency regulatory processes that pertain to hydroelectric projects operations. Familiarity with hydroelectric project operations and maintenance activities.
